Hi Derek,
Thanks for your question and well done on hanging on to an '82 Dom. Its normal that that ullage will go down with time. With Dom, since the box is sealed it can be difficult to compare it with new vintages. I don't believe you are at risk from a low ullage or should be concerned that the wine is over the hill.
That said, you do have a bottle of Champagne pushing 30 years of age. It is certainly mature, and if you aren't used to old Champagne it may have developed some characteristics you might not be prepared for and lost a little of its bubble.
You aren't under any pressure to open it, but it should be showing very well these days. You might want to find an occasion to open it soon.

I have a 82 Dom that is about 2" below the foil wrapping,can it be topped up or any suggestions?
